DPHS(F) is a voluntary organisation dedicated to providing information, advice
and support for disabled people either living in, or wanting to live in Fife, who have particular housing needs or issues.
The service is independent and user-led with a Board made up with 50%+ disabled people
at all times.
We are funded via a variety of sources including local
statutory organisations and charitable trusts and in this way remain independent of any services we may liaise with.
We believe that everyone has the right to quality, affordable and accessible housing.
DPHS(F) will give disabled people the chance to consider, at their own pace, housing options that are right for them.
We will talk to disabled people, get to know their housing needs, learn about the current
housing situation then discuss with them the possible solutions. The service is free to disabled people.

The
Disabled Persons Housing Register is an active register of disabled people seeking housing. The DPHS(F) will provide
each customer with housing information and advice. For those seeking affordable rented housing we will use our Housing
Options Register to ensure the appropriate forms are completed by the customer. DPHS(F) also liaises with housing providers
to advocate on behalf of customers so that there can be an effective match between the customers needs with the type of vacant
property.
A Housing Options Register has been developed which
is a detailed computer based information system on all current and planned housing stock including accessible, barrier
free and supported housing across Fife.
Community Profile
Reports: On occasion when a disabled person can find no appropriate property to appropriately meet their needs,
DPHS(F) will ensure that their need is reported to the Development Team who assist housing providers to identify types of
property requiring to be built. This information is provided without any identification of the customer but related
initially to property type and area. Since 2011 we have referred cases to the Specific Needs Housing Team at Fife
Council who work with their own services and partner housing associations in Fife Housing Register to make best use of housing
for specific need - they also keep track of unmet need for future reporting. This ensures that future developments
can start to meet need. At the moment this profiling is only available to socially rented partners (Fife Council and
Housing Assocations).
Private Sector Project: DPHS(F) is currently running a private sector project which advises
private tenants, home owners and private landlords about options like adapting to meet need. We also intend to work
with focus groups of customers to inform Development Services of unmet need for home ownership so that this need can be investigated.
Other Options: DPHS(Fife) staff are trained to HomePoint Level 2 and keep up to date with all sorts of options like
Shared Equity, etc and can ensure you receive details of all possible options open to you so that you can make an informed
decision.
We are also building a resource library of information related to housing that our clients can access via our
usual contact routes.
